10 Oct 2026·Last updated: 10 Oct 2026·8 min read·By Udyog Team

*Last updated: 10 October 2026. Rates from the CBIC rate notifications and the Ministry of Finance release on the 56th GST Council decisions.*

Quick answer

On **22 September 2025**, India moved from four main GST slabs (5%, 12%, 18%, 28%) to a **two-rate structure: 5% and 18%**, plus a **40% rate** on a small list of luxury and "sin" goods. Many goods also became **0% (Nil)**.

  • •Most things that were **12%** are now **5%**.
  • •Most things that were **28%** are now **18%**. Luxury items like big cars and aerated drinks moved to **40%**.
  • •Some rates have **conditions**. The same item can be 5% in one case and 18% in another (for example, clothes under and over ₹2,500).

If you send invoices, you have to update your item rates. The checklist is further down.

18%The standard rate: ACs, TVs, cement, small cars, most other goods and services
40%Big cars, motorcycles above 350cc, aerated and caffeinated drinks, yachts, private aircraft

Gold, silver and jewellery stay at **3%**. Rough diamonds and precious stones keep their special low rates.

Rates with conditions (where most mistakes happen)

The new rate depends on the product description, the price, or how it is sold. Check the condition before you choose a rate.

Clothes and footwear: the ₹2,500 rule

  • •Apparel and made-up textiles up to **₹2,500 per piece**: **5%**.
  • •Above **₹2,500 per piece**: **18%**.
  • •Footwear up to **₹2,500 per pair**: **5%**. Above that: **18%**.

A shirt sold at ₹2,400 and a shirt sold at ₹2,600 take different rates. Look up your product in our HSN finder for T-shirts (6109) or footwear (6403).

Rice, flour and pulses: packed or loose

  • •**Pre-packed and labelled** rice, wheat flour, and pulses: **5%**.
  • •**Loose** (not pre-packed and labelled): **0%**.

See rice (1006) and wheat flour (1101).

Paneer and cheese

  • •Paneer and chena: **0%**.
  • •Cheese: **5%**.

Both sit under the same four-digit code, 0406, so check the description. See heading 0406.

Cars

Cars sit under heading 8703 and have several rates:

  • •Small cars within the engine and length limits: **18%**.
  • •Other motor cars: **40%**.

Look at the engine size and body length before you bill. See heading 8703.

What did not change

  • •**Gold, silver and jewellery:** 3%.
  • •**Precious stones:** special low rates stay.
  • •**Registration limits for goods:** unchanged.

Billing checklist after the GST rate change

Do these in your billing software so your invoices stay correct.

Udyog edit item screen showing HSN code and GST rate fields
Udyog: set the HSN code and GST rate on each item
  1. 1**Update the GST % on your items.** Go through your item list, starting with your top 20 sellers. Change items that were 12% to 5%, and items that were 28% to 18%, as per the table above.
  2. 2**Check the HSN code on each item.** The right rate depends on the HSN code and its conditions. Use the free HSN code finder to confirm.
  3. 3**Fix items with conditions.** Clothes and footwear (price per piece), packed and loose food, and cars need extra care. Use two separate items if the same product is sold under two conditions, for example "Rice – loose" and "Rice – packed".
  4. 4**Check the time of supply for bills around 22 September 2025.** If goods or services were supplied before the change but invoiced after it, the GST time-of-supply rules decide the rate. As per the Finance Ministry's FAQ, if payment was received before the change, the time of supply is the date of payment. For edge cases, ask your CA.
  5. 5**Check old stock.** Stock bought at the old rate is sold at the new rate. The tax you charge on the sale follows the rate on the date of supply.
  6. 6**Review credit notes and returns.** Make sure old invoices and their returns match the rate of the original invoice.
  7. 7**Re-check your GSTR-1.** The HSN summary in GSTR-1 must match the codes and rates on your invoices.

Common mistakes after the change

  • •Still billing at **12%** or **28%** because an old item rate was never updated.
  • •Using one rate for both packed and loose goods.
  • •Billing clothes at 5% without checking the **₹2,500 per piece** limit.
  • •Using a four-digit code that is too general, so the wrong condition applies.
  • •Applying the new rate to a bill for a supply made before 22 September 2025.

Find the GST rate of any product

Search any product name or HSN code in the free HSN & SAC code finder. It shows the code, the GST rate, and the conditions from the official CBIC schedule. You can also browse by chapter, for example clothing: chapter 61.
